Rule 9
Police Service Recruitment
(1) The following posts in the Police Service shall be filled as follows:- Posts by open promotion by competition
(a) Police Office Assistant or similar 100% -
(b) Constable 100% -
(B1) Assistant Constable of Police - 100%
(c) Police Constable - 100%
(c1) Senior Constable of Police - 100%
(d) Sub-Inspector of Police 40% 60%
(e) Sub-Inspector of Police - 100%
(E1) Senior Deputy Inspector of Police - 100%
(f) Inspector of Police 60% 40%
(g) Posts above Inspector of Police - 100%
(2) Notwithstanding anything written in clause (c) or (e) of sub-rule (1), if there is no situation where the post of police constable or police sub-inspector in the technical police group can be filled by promotion, it can be filled by open competitive examination.
(3) Notwithstanding anything written in clause (g) of sub-rule (1), at the time of creation of the post of Deputy Superintendent of Police for Health of the Technical Police Group, if special educational qualification is specified and such post cannot be filled by promotion, such post may be filled by open competitive examination. .
(4) Notwithstanding anything contained in sub-rule (1), the filling of posts not lower than the technical police group shall be done through open competition.
(5) In order to make the police service inclusive, forty-five percent of the posts to be filled through open competitive examination will be allocated and filled by separate competition among the following candidates:- (a) Women – twenty percent
(b) Tribal/Tribal – Thirty two percent
(c) Madhesi – twenty eight percent
(d) Dalits – fifteen percent
(e) Backward Areas – Five percent Explanation:
(1) For the purposes of clauses (a), (b), (c) and (d) of this sub-rule, “women, tribal/tribal, Madhesi and Dalit” means economically and socially backward women, tribal/tribal, Madhesi and Dalits should be remembered.
(2) For the purposes of this sub-rule, “backward area” shall not mean, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu and Humla districts.
(6) For the purpose of filling the post according to sub-rule (5), the details of economically and socially backward women, tribals/tribes, Madhesi and Dalit communities shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette. However, any women, tribal/tribal, Madhesi and Dalit communities will be considered economically and socially backward until such time as notice is published in the Nepal Gazette.
(7) When submitting an application for the posts allotted as per sub-rule (5), the following proofs should be attached:-
(a) For tribals/tribals, Nepal is certified as tribals/tribals by the National Foundation for Tribal/Tribal Uplift, (b) Certified as a Dalit by the National Dalit Commission for Dalits (c) For Madhesi, they have been certified as Madhesi by the institution specified by the Nepal Government by publishing a notice in the Nepal Gazette, but unless the institution is designated by publishing a notice in the Nepal Gazette, proof of being certified as a Madhesi by the Chief District Officer on the recommendation of the head of the relevant local body must be attached.
(d) For backward areas, permanent residence in the district mentioned in sub-rule (5) and obtaining a citizenship certificate from the respective district and it is certified that he/she has permanent residence in the same place till the time of submitting the application from the respective rural municipality or municipality.
(8) When determining the percentage according to sub-rule (5), if a coefficient (fraction) of less than one percent is obtained, such coefficient will be shifted to the next group immediately after that which has occurred in the case of the community.
(9) Notwithstanding anything else written in this rule, two percent of the vacant positions to be filled through open competition will be filled through open competition from among the family members of immortal policemen who have met the minimum qualifications as per this rule or the family members of police personnel who have been disabled while performing challenging duties.
(10) For the purpose of sub-rule (9) in determining the percentage zero decimal fiveIf there is a lower coefficient (fraction), such coefficient will be included in the position to be filled by opening.
(11) If there is no application for the post allocated according to sub-rule (5) or (9) or if the required number of candidates fail to pass, the post cannot be filled, such post will be included in the post to be filled by open competition in the same year.
(12) The Vacancy Committee shall determine the percentage in accordance with this rule for the filling up of vacancies in the police service and the posts that become vacant by promotion.
(13) For the purpose of filling up the posts set aside for promotion as per sub-rule (12), the post-filling committee shall send in writing to the secretariat of the relevant promotion committee as per rule 43.
